EU smart city energy transition initiatives

The European Commission has introduced a series of measures to accelerate the transition to clean energy across European cities. Launched under the EU Citizens’ Energy Package, the initiatives focus on enabling local authorities to implement integrated energy solutions and scaling up financing for energy efficiency projects.
The package aims to reduce energy costs and support the development of energy communities by providing clearer consumer information and fairer electricity markets. The Commission highlighted that cities, which contain the majority of Europe’s building stock, are central to achieving the bloc’s decarbonisation targets.

These centres provide integrated technical, financial, and administrative support to homeowners and building managers. The measures align with the Smart Cities Marketplace for developing integrated solutions across energy and mobility.

By reducing administrative complexity and improving access to private capital, the Commission intends to foster innovative business models for large-scale urban investment.
