The Delhi Development Authority has approved a spatial planning initiative to construct a 3D digital model of the city under its Master Plan for Delhi-2047. The programme will shift municipal planning from traditional 2D mapping to a digital twin and digital geographic information system (GIS).

The digital twin will aggregate data in real time from existing urban sensors and utilise government databases to simulate the impact of proposed developments. The system relies on layered infrastructure datasets and geo-referenced software maps rather than the deployment of new hardware.

The Master Plan approach aligns with the national PM Gati Shakti programme and the Swachh Bharat Mission. The system aims to establish common data standards to improve software interoperability between municipal agencies.
