Building a Common European Energy Data Space

The Common European Energy Data Space (CEEDS) is an EU initiative to digitally transform the energy sector. It aims to create a virtual federated ecosystem across the European energy sector. It will employ existing standards, technologies, and governance models to enable secure and standardised exchange of data across the sector.

The initiative is seen as a direct enabler of the European Green Deal and the REPowerEU plan, providing the digital infrastructure to meet decarbonisation and energy independence targets.

Recent progress includes the establishment of the Data for Energy (D4E) working group and a call for deployment projects.

By creating a federated, interoperable environment, CEEDS aims to enable seamless exchange of data across the sector. Participants in the ecosystem will range from traditional energy operators to individual consumers, start-ups, and public bodies. A seamless flow of data across the sector is seen as critical to achieving a more resilient and efficient energy grid. The initiative also aims to accelerate integration of intermittent renewable energy sources, and enable consumers to actively participate in the energy market.

CEEDS is a cornerstone of the EU’s twin green and digital transition strategies. It is underpinned by a detailed legal framework, including the EU Data Act and the Data Governance Act.

The EU Data Act

The Data Act aims to foster greater competition and innovation in Europe, making data, particularly from IoT devices, more accessible and usable. The act applies across all sectors and is designed to serve as the foundation for further, sector-specific legislation. It was formally adopted on November 27, 2023 and a large portion of its obligations, including the right for users to access and share data from IoT devices, apply from September 12, 2025.

The Act opens the way for EU-wide data access and sharing across sectors. It mandates connected products and services must be designed to give users, whether consumers or businesses, free and easy access to the data they generate. Data holders must make such data accessible or share it with a third party upon the user’s request, without undue delay and in a common, machine-readable format.

The Data Act also requires fairness in contracts. Businesses are prohibited from unilaterally imposing “unfair” contractual terms related to data access and use in standard B2B contracts. Clauses that fail this “unfairness test” are not legally binding on European enterprises, including small and medium-sized enterprises (SMEs).

The Data Governance Act

Where the Data Act establishes a right to data access, the Data Governance Act (DGA) provides a trust framework and governance mechanisms to enable that access securely. The DGA entered into force on June 23, 2022, and became applicable in September 2023.

Key provisions of the DGA underpinning CEEDS include: trust and intermediation; and data altruism.

The DGA establishes a notification and supervisory framework for “data intermediaries”. These are specialised, independent services that function as trustworthy organisers of data sharing or pooling within the data spaces. This is to ensure a secure ecosystem that is not dominated by a few large platforms.

The DGA also introduces a framework for “data altruism.” This is designed to allow individuals and organisations to voluntarily share their data for the public good with explicit, informed consent. This mechanism allows the data space to be populated with valuable datasets for public benefit, such as for grid planning, research, or understanding unusual but high impact events such as blackouts.

The legal foundation is complemented by other EU directives. The revised Energy Efficiency Directive (EED), introduced in 2023, requires data centres to report energy efficiency data to the European Commission annually. This provides a data stream for monitoring the energy footprint of the ICT sector, which can be integrated into the CEEDS for broader system analysis.

The Interoperable Europe Act ensures cross-border interoperability of public sector services, a principle that CEEDS will employ to integrate data across national systems.

IoT Data Generation and Collection

IoT and other smart technologies are seen as fundamental sources of data within the CEEDS framework. This includes data generated and collected from smart meters, energy-smart appliances and devices, and industrial IoT (IIoT).

The widespread roll-out of smart meters across the EU is a key part of building the IoT data pool for CEEDS. By providing granular data on electricity usage in hourly increments, smart meters will enable utilities to more accurately measure consumption and manage supply.

Energy-smart appliances and devices, such as smart thermostats, home automation systems, and electric vehicles (EVs), are seen as crucial for providing demand-side flexibility. By dynamically adjusting their energy consumption in response to grid signals, they help enable demand response schemes that help balance the grid and integrate more renewables.

In industrial and enterprise settings, IoT sensors on machinery and in factories collect data that is used to optimise operational cycles and reduce overall energy consumption and CO2 emissions. This contributes to CEEDS’ broader goal of industrial decarbonisation.

Energy Data Interoperability and Integration

CEEDS aims to overcome fragmentation and data silos in Europe’s energy economy. The initiative addresses this through a federated architecture and a multi-layered approach to interoperability.

The design of CEEDS focuses on achieving interoperability at three distinct levels. “Syntactic Interoperability” is the most basic level. It ensures that data can be exchanged between systems using compatible formats and protocols, such as XML or JSON. The “Semantic Interoperability” level is more advanced, ensuring that the meaning of data is preserved and understood consistently across different systems and organisations. This is achieved through the use of common vocabularies, ontologies, and data models. The “Organisational Interoperability” level addresses the alignment of business processes, policies, and goals to enable effective data sharing and collaboration between diverse entities.

The framework is built on technical and organisational building blocks. These include common standards, data exchange APIs, and a governance system that ensures data can flow seamlessly and meaningfully between systems. The use of open standards and APIs aims to prevent vendor lock-in and facilitate data exchange.

The federated approach is a response to the complex and highly regulated nature of the European energy sector, where national legal and technical environments can differ significantly. Instead of a single, monolithic system, CEEDS envisions a network of interconnected data spaces. This will allow individual entities to maintain sovereignty over their data while adhering to a common governance and technical framework.
